SUNY New Paltz, Utility Master Plan

MJ led the development of a campus-wide utility master plan for SUNY New Paltz. The utility master plan assessed the existing water distribution, sanitary sewer, and storms systems across the campus. To plan for future infrastructure improvements, MJ completed a comprehensive study to identify potential deficiencies and provide recommendations for correction.


To gather data, MJ completed a topographic survey of the campus using both aerial photography and conventional ground survey. MJ also completed mobile mapping services across the campus to help our engineering group collect existing conditions data of all utilities and develop the campus-wide utility master plan.


The campus was comprised of more than 70,000 LF of utility main (water, sanitary, and storm). MJ developed a computerized hydraulic model to identify deficient areas within each system using WaterGEMS, SewerGEMs, and HydroCAD. There was also more than 500 structures present that MJ inspected for the overall study. Inadequacies with the existing infrastructure were identified and recommendations were provided for system rehabilitation and replacement based on deficiencies and future uses. MJ developed a detailed utility master plan based on the proposed recommendations. The recommendations were presented in a five-year Capital Improvements Plan and included preliminary level design solutions with construction costs.
