Mohan Jaggi, P.E.
President
Founder and president of MJ, Mr. Jaggi has grown the firm from a two-person home office above his garage to a firm that is now comprised of six offices and nearly 90 employees. Mr. Jaggi is a graduate of India's Punjab University and earned his master's degree in civil engineering from Manhattan College.
Michael D. Panichelli, P.E.
Executive Vice President
As executive vice president, Mr. Panichelli oversees MJ's staff, as well as design and quality-control of MJ's civil, transportation and structural engineering projects. He is responsible for preparing MJ's contractual agreements, assignment of staffing, project scheduling and budgeting. Mr. Panichelli has 20 years of engineering experience, 17 of them with MJ. He is a graduate of Drexel University.
Joseph G. Malinowski, P.L.S.
Principal/Director of Survey Services
Mr. Malinowski manages MJ's survey group and monitors all work performed by MJ's survey field and office personnel. Mr. Malinowski has 31 years of survey experience, 18 of them with MJ. Mr. Malinowski serves on the executive board of the New York State Association of Professional Land Surveyors. He is a graduate of the SUNY Environmental Science & Forestry Ranger School.
Brian J. Cooper, P.E.
Associate/Director of Engineering
Mr. Cooper serves as the firm's director of engineering/senior highway engineer and is responsible for oversight, mentoring and quality control of MJ's engineering services. Mr. Cooper has more than 18 years of experience in civil, site, utility and wastewater treatment projects, as well as QA/QC review, with 14 of those years here at MJ. Mr. Cooper is a graduate of Union College.
Eric S. Williams, P.E.
Associate/Director of Project Management
Mr. Williams serves as MJ's director of project management and is responsible for the day-to-day operation and coordination of MJ's transportation, environmental and construction inspection services. Mr. Williams brings to the position more than 14 years of experience in project design, development and QA/QC review, with 12 of those years at MJ. Mr. Williams is a graduate of Union College.
Michael T. Lemme, P.E.
Associate/Director of 3D Laser Scanning
An experienced structural engineer, Mr. Lemme also serves as MJ's director of 3D high-definition laser scanning. He is responsible for development of all aspects of MJ's high-definition scanning, mapping and modeling assignments. In addition, Mr. Lemme is a design engineer and bridge inspector. He is a graduate of the SUNY Institute of Technology at Utica Rome. He has been with MJ for 11 years.
Brian P. Osterhout, P.E.
Associate/Director of Business Development
Mr. Osterhout serves as MJ's director of business development. He has been instrumental in MJ's growth since joining the firm in January 2008. As a project manager, Mr. Osterhout has more than 15 years of experience in civil and environmental engineering in the industrial, commercial and residential sectors. Mr. Osterhout is a graduate of Clarkson University.
Carrie L. Dooley, P.E.
Project Manager
Ms. Dooley has over 14 years of experience in the civil and environmental engineering fields. She currently serves as project manager, responsible for MJ's water supply, treatment and distribution projects. She holds a B.S. in civil engineering, with a concentration in environmental engineering, from Clarkson University in Potsdam, New York.
Randall J. Milano, P.E.
Project Engineer
Mr. Milano's experience includes all aspects of site design, including layout, grading, storm and sanitary sewer design, domestic and fire protection, water supply/distribution, erosion and sediment control, stormwater management and construction administration. He is a graduate of Union College.
Chad Schneider
Highway Design Engineer
Mr. Schneider has been working as a design engineer at MJ for over ten years. His responsibilities include traffic analysis, highway design, drainage design, cost estimating and traffic signal design. He is experienced in generating traffic models using three-dimensional traffic-modeling. Mr. Schneider performs accident analysis to determine areas with high accident rates and suggest solutions. He is a graduate of Union College.
George M. Turner
Landscape Architect
Mr. Turner is responsible for MJ's landscape architecture services, including site layout and design, grading, landscape design, construction detailing and graphic renderings. His expertise is identifying and evaluating impacts of developing a site and determining mitigation measures to address those impacts. He is a graduate of SUNY's College of Environmental Science and Forestry.
Lisa M. Wallin, P.E.
Environmental Engineer
Ms. Wallin is responsible for MJ's stormwater design, environmental compliance, environmental assessment and remediation and land development. She is well versed in site design, wetlands permitting and protection and NEPA and SEQR processes. She earned her bachelor's and master's degrees in engineering at the State University of New York at Buffalo.
Richard Dearstyne
Design Engineer
Mr. Dearstyne has a variety of engineering experience. He has been involved in MJ's large-scale transportation projects and has a variety of site/civil design experience. Mr. Dearstyne is a graduate of Rensselaer Polytechnic Institute.
Christopher R. Wallin, P.E.
Mr. Wallin serves as a design engineer for MJ's site/civil development projects. His responsibilities include analyses of existing and proposed conditions, site layout, drainage and grading. He is a graduate of SUNY Buffalo and earned an MBA at Union College.
Nathan Gibson
Technician
Mr. Gibson encompasses over 20 years of experience in civil and highway design. He is responsible for the design of horizontal and vertical roadway alignments, creation of digital terrain models and production of base mapping and contract plans in standard and metric scales. He is a graduate of Hudson Valley Community College. Mr. Gibson is also responsible for all photography utilized throughout the company website.
Tanna LeGere
Civil Engineer
Ms. LeGere serves as an engineer in MJ’s civil design group. Her experience includes site plan design, grading plans, utility design plans, erosion and sediment control plans and hydrologic studies. Ms. LeGere is a graduate of Rensselaer Polytechnic Institute.
Christopher M. Dooley, P.E.
Engineering Group Manager
Mr. Dooley is responsible for implementing and maintaining MJ's engineering objectives and initiatives, as well as leading and directing the work of MJ's engineering group. He has 13 years of project management and structural engineering design experience in the governmental, institutional, industrial and private sectors. Mr. Dooley is a graduate of Clarkson University.
Nathan L. Bink, P.E.
Senior Structural Engineer
Mr. Bink's structural engineering experience includes steel, concrete masonry and wood design and analysis, building superstructures, concrete liquid containment structures and foundations for buildings and industrial facilities. After serving in the U.S. Army as an Infantry Squad Leader in the 82nd Airborne Division, Mr. Bink earned his bachelor's degree from the Rochester Institute of Technology.
Kimberly Ross, P.E., LEED AP
Structural Design Engineer
Ms. Ross' structural design experience includes seismic restraint and tool base design, structural condition inspections, foundation analysis and design, steel and concrete design calculations and structural analysis reports. Ms. Ross is a graduate of Clarkson University.
Nicholas G. Cruden
Mr. Cruden serves as a design engineer for MJ’s structural design group. He is also involved with MJ’s bridge inspection division as an assistant team leader on numerous culvert inspection assignments. Mr. Cruden holds a bachelor's degree in civil engineering from Clarkson University.
Sara Puzier
Ms. Puzier works directly with the site/civil, highway, structural and survey departments at MJ. She is proficient in AutoCAD and Microstation, as well as the latest survey and laser scanning software. Ms. Puzier is also responsible for the processing of survey and 3D laser scanning data for a variety of projects. She earned her associate's degree in civil engineering technology from Hudson Valley Community College.
Daniel M. McDermid, P.E.
Structural Design Engineer/Bridge Inspector
Mr. McDermid has performed several hundred NYSTA and NYSDOT bridge inspections, including both in-depth and general condition inspections. He is an experienced certified climber and has utilized his climbing abilities for the inspection of large overhead sign structures and bridges. During the seasonal hiatus of the bridge inspection programs, Mr. McDermid serves as a structural design engineer. He is a graduate of The University of South Florida.
Hao Cui, P.E.
Structural Engineer
Mr. Cui serves as a design engineer and bridge inspection team leader for MJ’s Structural Engineering Department. He has more than eight years of experience in bridge and highway design, hydrologic and hydraulic analysis and bridge inspection projects. He holds a master's degree in civil and environmental engineering from Pennsylvania State University and a bachelor's degree in civil engineering from Tsinghua University in China. He is a registered professional engineer in Pennsylvania and New York.
Luis R. Sturla, P.E.
Bridge Inspector
Mr. Sturla has supervised the structural design of more than 100 bridge projects ranging from single-span bridges to long-span landmark structures. Mr. Sturla’s experience as a chief engineer and as a NYSDOT deputy structure engineer includes movable bridges and truss structures, as well as pedestrian, equestrian and suspension bridges. He is a graduate of Wayne University.

Mr. Vasco is an assistant team leader in MJ's bridge inspection group. He has performed several bridge inspections, including both in-depth and general condition inspections. Stavros Timotheou, P.L.S.
Vice President of NY District Operations
Mr. Timotheou is a land surveyor with nearly three decades of experience throughout New York and New Jersey. Mr. Timotheou directs MJ's Long Island survey operations. He studied land surveying and topography/geodesy in Greece.
David J. Niedbalski, P.L.S.
As project manager, Mr. Niedbalski manages the field and office activities of MJ's survey group. He is responsible for review of field data for completeness and conformance to NYS survey standards and procedures, review of control reports and management of subconsultants. Mr. Niedbalski earned his associate's degree in surveying technology from SUNY Alfred.
David E. Schmidt
Northern NY Operations Manager
Mr. Schmidt is responsible for running MJ’s Watertown office. In his role, he performs and directs field procedures required to complete MJ’s growing roster of projects in central New York. Mr. Schmidt earned an associate's degree in environmental studies from SUNY Cobleskill, as well as an associate's degree in forestry from SUNY’s College of Environmental Science and Forestry.
Alexandra Hurley, P.L.S.
Ms. Hurley is a survey project manager in MJ's Long Island office. Her experience includes topographic, boundary, subterranean, wetland, CAD drafting and GPS. Ms. Hurley earned her bachelor’s degree from the University of Vermont.
John J. Hannafin, P.L.S.
Party Chief
Mr. Hannafin serves as party chief for MJ's Watertown office. He is a licensed professional land surveyor with over 25 years of experience in the field. Mr. Hannafin has earned an associate's degree in forestry from SUNY’s College of Environmental Science and Forestry.

Mr. March encompasses over ten years of surveying experience where he has served as both a technician and survey chief on projects for various state agencies and municipalities. Kevin T. McCarthy
Laser Scanning Technician
Mr. McCarthy has in-depth knowledge of survey standards and procedures. He is also trained and experienced on the 3D laser scanner, having successfully completed more than 100 scanning projects. He is a graduate of the SUNY Environmental Science & Forestry Ranger School.

Mr. Mihill has been with MJ for more than 11 years. He is highly experienced in design mapping, right-of-way mapping and the reduction of survey field notes. Mr. Koterba is responsible for maintaining and overseeing MJ’s entire IT infrastructure. Duties include approving and monitoring major projects, overall IT performance, IT budgets, company vendors, standards and procedures. He serves as the liaison between the firms IT divison and other department users. Mr. Koterba also encompasses extensive 3D laser scanning experience, which allows him to assist with various projects within MJ’s HDS Department.

Mr. Casale's extensive experience in construction technology/inspection spans projects as varied as highways, bridges, canal lock systems, moveable dams and wastewater treatment facilities. Ms. Haughney provides technical writing and project support to MJ's engineering and survey personnel. She also assists with the firm's feasibility studies, project reports, collateral material, presentation materials, proposals and website. Ms. Haughney earned her bachelor's degree from SUNY Plattsburgh and her master's degree from Northeastern University.
Deborah Waldruff

Ms. Waldruff is responsible for MJ's Human Resources services, policies, and programs including hiring and employee benefits. She is also responsible for directing MJ's accounting functions, including establishing and maintaining the organization's accounting practices, procedures and initiatives. Mr. Grant serves as party chief responsible for survey and mapping services throughout the New York area. Mr. Boyer has extensive knowledge of New York State survey standards and procedures and is proficient in performing all field procedures required to successfully complete any project. He is experienced in Bentley InRoads, MicroStation, Land Desktop Development, ArcGIS and Civil 3D. Mr. Boyer has earned his bachelor's degree in survey engineering technology from SUNY Alfred.
Steven Ramos
Instrument Person / CAD Technician
Mr. Ramos serves as an instrument person and CAD technician within MJ’s Survey Department. He has extensive knowledge of New York State survey standards and procedures and is proficient in performing all field procedures required to successfully complete any survey project. Survey experience includes ALTA/ACSM, final as-built, construction layout, topography and boundary. Mr. Ramos has attended the New York Institute of Technology and Hofstra University.
